The German government has released key details of its plan to legalize and regulate adult use of marijuana, including what Health Minister Karl Lauterbach called "full" cultivation of cannabis. The proposed blueprint also indicates that 2024 is a realistic date for legalization to begin. Keeping marijuana cultivation in Germany is a blow to some international producers who have been hoping Europe's largest economy would find a way to allow imports - even though international drug control treaties do not allow cross-border shipments of adult-use recreational marijuana. A blueprint for the law will be submitted to the European Commission (EC) for approval before lawmakers draft and consider a draft law to ensure it is in line with EU and global drug laws.
